That is correct Steve and prior to the passage of O'Malley's "Rain Tax" Maryland tax paying citizens were already paying at least two forms of storm water / Chesapeake Bay restoration related taxes or "fees." Just like the new gasoline tax was sold based on the need to replenish the Transportation Trust Fund without taking responsibility for raiding it to begin with, the "Rain Tax" was pushed through as a must have to fund the Chesapeake Bay Restoration Fund that the Democrats in Annapolis also raided to fund O'Malley's over spending.
Funny how quickly they forgot that they doubled and expanded the "Flush Tax" for that exact same reason just two years before. The best thing about O'Malley only having two more years in office is he only has two more years to raise our taxes. Unfortunately there is a long line of tax and spend progressive liberal Democrats waiting to fill his shoes with even more new and increased taxes coming with them.
Welcome to Maryland! If you can dream it, we will tax it.

ReplySo now the Patch is quoting readers' comments as if they are news worthy facts? Then to support the democrat's assertion that this gas tax is really not as high or financially burdensome as clear thinking logical people can see you are using a nonsensical calculation of the cost per mile of the gas tax rather then the actual cost per gallon. Last year the democrat run General Assembly voted down O'Malley's gas tax increase because in their words, in this uncertain economic climate now is not the time to raise the price of gas on Maryland citizens. If I may paraphrase from former Clinton adviser, James Carville, it's still about the economy stupid!
It's also not just about the added cost of this new gas tax but the fact that the bill that was passed still does not fully guarantee the revenue generated will ONLY be used in the Transportation Trust Fund and NEVER be taken out to help balance their overly bloated state budgets in the future. We all know this is the only reason this gas tax was needed in the first place because Governor O'Malley and the democrat run General Assembly have raided the TTF as well as the Chesapeake Bay Trust Fund every year he has been in office to offset their obsessive spending increases. It's about uncontrolled spending and tax increases on the poor and middle class every year since O'Malley took office stupid!
We will likely see gas prices climb above $4.00 before this new gas tax is added so it is still about the economy stupid!

Eric, I don't know what type of engineer you are but I am guessing you are not a civil engineer or you would have a better understanding of the process and the extreme cost of inspecting much less replacing major water main pipes. If you would like your water to cost about the same as gasoline then I guess you could live in a world where you were not inconvenienced by the occasional water main break. Then again you could move out into the country and live on land with a well and not have to worry about such things at all.

I agree Ian, It is kind of like when the government passes laws that infringe upon the rights of well intended law abiding citizens but ultimately do nothing to stop those who are already disregarding the law to begin with or to prevent future violations of new or preexisting laws.
The people not following conservative logic in their water usage will continue to break these restrictions just like criminals will continue to break laws.

1ke, Not only do you assume far too much for a person who does not even know who I am, where I grew up, where I live, how much or how little money I earn, much less the color of my skin. The only thing you do know about me is that my political and philosophical ideology is often completely opposite of your own, so you just attempt to attack or discredit me because you seem to be unable to provide a logical response.
Steve, did it ever cross your mind that perhaps they used an actor to protect the identity of the real person the PSAs are based on and even if they are not based on a real person, WHO CARES? The last time I checked PSAs and advertisements are almost always filmed with actors.
For the record, I have never seen these PSAs and quite frankly I don't really care one way or another because I do not need a PSA or advertisement to guide my decision making on issues.

And so what if he is Steve. If that is true how is it any different than the constant flow of Hollywood celebrities and liberal elitists advocating for one progressive liberal cause after another as if they are part of the 99% when they are more accurately part of the 0.1% ... the message is still the same, Liberals do not care to fight against inner city gun related violence killing thousands of minority kids every year but as soon as a few dozen white kids are shot they are out in force demanding new gun control laws while still ignoring the real problem.
So I guess what you are saying is people living a privileged life cannot express a conservative view point or want to actually uphold the US Constitution but it is just fine and dandy for them to say what they want if it supports your progressive liberal agenda.

RTB ... NO Sir ... the beauty of Capitalism is that anyone can make a success out of themselves drive, determination, and dedication. The only thing that can keep a person from succeeding in life is a lack of desire to live by those three virtues and instead just make excuses for why this or that did not happen for them. Dr. Ben Carson could have just dropped out of school like so many other kids he grew up around but he had the desire to make the best of his opportunities and ignore people like you who say there are "wildly unequal outcomes that can exacerbate racial divisions."
I guess you would be like the idiot on ESPN (who does not even deserve to have his name repeated) that would label a man like Dr. Carson, Colin Powell, Bill Cosby, or Robert Griffin III as Uncle Toms or Oreos because they are just not black enough or not "down with the cause." All this time I thought the "cause" was like the NAACP acronym says, "for the advancement of colored people." You have to take your own steps forward to advance.

Steve, You finally made a factually accurate comment. It is correct that President Bush (43) signed & even supported the free cell phone program in its original format. The intent for the free cell phone program was to provide free refurbished cell phones to women in battered women's shelters, domestic abuse victims, low income single mothers & disaster victims through FEMA. They were set up with a very limited number of minutes of talk time & unlimited 911 service. While it was not initially funded with tax payer dollars through the federal budget, it was funded directly by fees (taxes) added onto cell phone & land line phone bills for every phone in the country & thus completely paid for by tax payers.
The free phone program was expanded by the Obama administration & is an abomination compared to the original program. The phones being given out now are not just refurbished but also new phones including high end smart phones & practically anyone can get one of these phones with very little screening. There are even ads on Craigslist for them by the companies that provide the phones because they get paid $ for each phone they give out. They have unlimited talk time as well as text and internet access on many of the phones & the cost overrun from the massive abuse of this program not covered by the original fees on our bills is now being covered with real tax dollars or just added to the national debt. Either way this is not President Bush's free phone plan anymore.

The Flush Tax WAS based on sewer usage and yes, the funds it generated were intended to be used to fund multiple new and upgraded sewer treatment plants as part of the Chesapeake Bay Restoration Fund created by Gov. Ehrlich. Unfortunately Gov. O'Malley has raided that fund every year to help balance his ever increasingly bloated budgets. As for the storm water run off from impervious surfaces, you are correct that they are not a natural part of our ecosystem but neither are gutters, underground perforated drain pipe, storm drains, retention ponds, and the plethora of other man made, often costly civil engineering projects required for any land development projects. While it may make you feel good to make fallacious assertions that there is nothing already being done to control the flow of rain water as it runs off a roof or paved surface to justify yet another ridiculous tax burden on the citizens of Maryland including those who can least afford it, the reality is this is just another example of the uncontrolled tax and spend policies of the Democrats in control of our state government who clearly only "care" about the people they represent in election years.
Quite frankly you need to get your head out of your liberal utopia and join those of us in a little place called the real world where the over taxed citizens of Maryland will be the ones picking up the tab for O'Malley's feel good spending spree yet again.
