Police Department on 'Verge of Crisis,' Unions Say

The unions including sergeants and lieutenants in the Anne Arundel County Police Department gave a vote of no-confidence to the county administration, citing staffing and equipment problems.

Unions of police supervisors in Anne Arundel County said the department is “on the verge of crisis,” citing rising violent crime rates, a lack of staffing and difficulties with a new communications system.

The International Brotherhood of Police Officers, which includes groups of sergeants and lieutenants in the county, issued a statement this week criticizing County Executive John R. Leopold and Police Chief James Teare Sr. for decisions that have led to “the deterioration of public safety” in the county.

The unions said a lack of staffing and problems with a new communications system have been particularly hard on officers as the population of the county has grown.

“If county and department leaders don’t change course immediately, these officers fear a dramatic rise in crime and the waste of millions of dollars in taxpayer money to fix problems that could have been avoided with more prudent management,” according to a press release from the International Brotherhood of Police Officers.

The Annapolis Capital reported last week that the unions overwhelmingly passed votes of no-confidence in Leopold and Teare. The vote was 2-to-1 against among lieutenants and 9.5-to-1 against among sergeants, the Capital said.  

The unions outlined five problems that they say have “plagued” the Anne Arundel County Police Department.

  • A low ratio of officers to population. The officers said the county now has 690 officers, with a county population of 537,656. In 2000, there were 659 officers but only 489,644 people living in the county. The unions also cite a ratio of 1.18 officers for every 1,000 residents. According to the unions, that is a little more than half the ratio of other municipalities nationwide.
  • Rising violent crime. The unions point out increases in homicides and assaults with guns between 2009 and 2010. While , officers said crimes are becoming more violent, with a wider range of victim. “Violent crime is unacceptable no matter the identity of the victim,” the unions wrote. “But the fact that violence is spreading to atypical victims is a disturbing indicator of escalating crime.”
  • Less service overall. The unions said cuts to staff have meant a reduction in staff to investigate missing persons, identity theft and financial crimes. Officers also complained that they don’t have the staff to work proactively and often can’t do proper follow-up work.
  • Crime stats not reported accurately. While the county has said calls for service are down, the unions said that figure does not include calls made initially by officers out on patrol. The unions said there are 100,000 officer calls that are not included in the official figures.
  • Challenges with communications and reporting system.  The county installed a $6.6 million dispatch system last year, but it has been plagued with problems. Officers said the system makes it harder to locate and respond to crimes, and that reporting takes far longer.

Leopold spokesman David Abrams told the Baltimore Sun that the downturn in the economy forced the county to make cuts, and that some funds could be restored if finances improve.

“The county executive has made it very clear that when our fiscal picture improves, public safety will be a priority," Abrams told the newspaper.

Could you tell us more Debrah of your first hand experience and what my major area of concern is?
Let me be clear;I have no quarrels with police officers, I know several personally that are great people to be around and great community citizens. Of course there are a few bad eggs but that doesnt spoil the bunch. However the emphasis here is on money, mismanagement and a poor, outdated legal system. The courtrooms in Glen Burnie are full weekly of people arguing their case against parking tickets, speeding tickets and whatnot. This is a massive burden on the budget and rather than impose bigger more severe fines (which will result in more court appearances and more appeals) why not pick your battles? I would like to think that the majority of AA citizens would agree that we can focus our police force in more effective ways than we are currently WITHOUT increasing the budget.

The best prevention of crime (all types) is an armed citisenry. If Maryland would pass decent fire arms laws ans really crackdown on armed crimminals and allow the ligitimate citisen to carry and use his firearm in self defence of his life and property we could add a helping hand to the police force.

I was recently pulled over for having a headlight out...at 4 in the afternoon on a sunny day (yes, I always drive with my headlights on.) Total stoppage time was about 20 minutes as the AA officer wrote me a fix-it ticket rather than just telling me to go take care of it. Effective use of an "undermanned" police department? Nope - don't think so. Not saying traffic enforcement should not be done, but some more discretion on making better use of their time rather than just writing as many tickets as possible would mean a more effective police force. I have the highest respect for the AA police and don't have an axe to grind, but this struck me as a slightly silly waste of both our time. Had this happened after dark, I would have agreed completely - he had to ensure I would fix it. Apparently my telling him I would go right to the auto parts store to get a new bulb wasn't sufficient. Doubt this is a policy, but effective use of data management by the leaders would make these type of officers more accountable for patrol and crime prevention rather than time wasting. And how do I know that this officer write A LOT of these tickets? A different AA Co officer who signed off on my new headlight clued me in. :-)

The unions seem to be starting early on their campaigns against any republican in any office. How much money does the union representing these police officers waste on political posturing?? Is Anne Arundel County the only county having financial problems right now, I think NOT, Anne Arundel is probably in better shape than most of the other counties in Maryland. Instead of allowing union leaders to push their political agenda here in our county, why not ask these union leaders to work with the county leaders and the public to come up with a solution. Unions need to stop trying to divide the citizenry and come up with a solution that works for everyone.

Scott - agreed - and a conscientious officer would probably be able to convert a number of those into other arrests for other things i.e.warrants, drugs, etc depending on how judicious the officer is about spending his time and who he stops for longer periods. The officer in question (according to my source) writes about 180 traffic tix a month with almost none of those ever turning up any more serious crime. I just think data analysis would lead his superiors to question why he has such a low conversion rate on that many stops. Maybe he's just the anomaly and like I said, no axe to grind as I think the AA police do a great job. Possibly they are undermanned, but maybe they also need to analyze their use of manpower.

And our government wonders why I continue to ask them for help with obtaining a concealed carry permit. A lot of people need a lot of prayers and our police need to be included in them!

Folks, I wonder why some of you Have referred to YOUR police as greedy whiners. Noice please that the two groups cited int this article are leaders on the police department. I dont see them complaining about salaries, they are talking about shrinking to the point they cant protect us as they should when Howard County, Baltimore County and Calvert County Police Depts are growing with their county populations since the 90s. Not one of these officers is tasked with writing traffic tickets or making arrests anymore. These men and women are the ones with the experience to see problems and help the police department and county avoid them. If the pros who handle the daily running of the department see a a problem, we would be wise to listen and try to help! I have a very intelligent friend in one of these groups who says the whole department is broken. The bottom line is, we as citizens reaally don't care unless we call a cop when we are in trouble and we don't get an adequate response. I doesn't take a rocket scientist (or a police leader) to see that if we don't have enough cops, adequate responses will be less and less likely to occur.

Ok, so I wish people would think before they comment. Two cops on an accident, call for service, or traffic stop is comman place due to officer safety. Just because you got a ticket or had a better encounter with the police gives you no right to make ridiculous comments. Additionally, cops get breaks-they are people too. They need food and water, if you think you don't need the police then just remember when you need help and it take 15minites for them to come to an emergency call like pg police or Baltimore city that you don't need them because you got laid off, you got a ticket, you are in miserable job and hate your life. Do you got through your work day without taking a break? I say grow up an appreciate your have freedoms others die for on a daily basis. And most officer in the US die from of all things traffic related fatalities except this year when the number one cause weapons. An if your worried about tickets, slow down and drive right or change outta your wife beater an put down your beer and shakes a cops hand and just say thank you!

I think all of us these days have doubts in the running of any govt. run organization, weather it be local or national, and how they spend our tax money. And to complain about communication devices not being sufficient doesn't sound like a problem on our end. Our money goes to people responsible for getting the right tools for the job and it sounds like our money went to someone who made a bad decision on these tools or system, and we're supposed to feel sorry for them and just hand them more money? Maybe we need better people in these jobs who make better decisions with our money instead of, "oh well that didn't work let's try something else", time to dip into the endless money pit again....... is my 20 years up yet? BTW, who retires after 20 tears on the job these days? It's tough out there for everyone these days, quit whining and work.

The officers in the norther precinct work hard. I don't know about the other areas of Anne Arundel County, but these guys work hard!

Chet can you site a source for that? Its actually the opposite, the four states that border maryland and are less stringent with carry/conceal permits have LESS firearm murders per 100k residents.

first i have a hard time believing any union today! And the ratio of officiers to population is wrong. I know for a fact many police officiers spend there time harrassing teens, and people parked in handicap spots that NEED them. i know that these are bad apples, but I think is time to get rid of the bad apples oh wait good luck firing someone in a union!

Chet, I couldn't agree more. What we need is for only CRIMINALS to wave guns around that way you are forced to comply with what they want. Maybe the Brady campaign will provide you with a personal escort everywhere so you are not a victim. Be safe, stay in your house and lock your doors.

Great...take out the secretaries who are paid a low wage as it is. They have already cut the hours of secretaries to make it a 10 month position and taken away benefits to part time secretaries. That's certainly the answer. NOT. Bark up some other tree!

John, your logic on trust and $$$ proves these officers point with their vote. They have no confidence inthe ones we trusted with our money. The computer system appears fatally flawed and the administration wasted millions on it. Cops arent computer gurus. The county should have had tech types on this and obviously didnt have the right ones.

ok just a couple of observation with states with the most liberal concealed carry laws have the highest rates of gunshot deaths, Md, NJ, and NY being exceptions. Alaska, Mississippi, Louisiana, and Alabama in dscending order have the highest rates. All have very liberal concealed weapon laws. MD and VA are very similar less than 0.8/1000 difference.
Do I believe in home gun ownership, absolutely and I have both handguns and a shotgun. Do I want every yahoo parading around with a handgun under his coat, absolutely not

Shame on the "PATCH" for referring to Leopold as "The Republican" this man has been and always will be a RINO ! The real sad day for the County was when then candidate Leopold was able to dupe so many constituents. It is unfortunate local candidates do not recieve the character review that prominate national political figures come under. After all most of these individuals for the most part are climbing the ladder to State and Federal Political positions. It's just to bad that they cannot be culled during the candidate phase at the local level. Perhaps a bit more investigative journalism at the local level would serve to expose scoundrels before they ever reach elected office. The signs of egotistical autonomy have always been part of the Leopold personality. So he is in a bit of trouble, who really pays here? The Citizens ! Right? Therefore, let us learn from this and be more careful in choosing the candidates we support. Ask not what a candidate will do for me but how that candidate will represent the community.

Chet, I'm a Libertarian and advocate Mr. Leopold has a constitutional right to live his personal life as he chooses. However as an elected official when their personal choices shake the confidence of those that supported them they not only show disrespect for themselves, but their office and most of all those that supported them. This then becomes a matter that transcends personal choices into the public arena where such character flaws do not belong because it places a cloud of distraction over the elected official that impedes there ability to effectively represent the electorate. By the way RINO's are those individuals that lack the personal integrity to run as an Independant. Abusing a political party structure as a leg up to electability while deceitfully representing themselves as a candidate. Not an empty label but a sign of the times where even a common thread of decency is to difficult to comply with in the name of an organized entity let alone committing to a party platform..

RT another way to look at it is that a RINO by your definition is anyone that has been a republican since 1970 and can't stomach what the party has become the last 15 years or so. My party has been hijacked by the lunatic fringe or the Southern Democrats they absorbed in the 80's take your choice.
So if you don't agree with every plank of the platform there is no place for you in the party. Its a good way to force the party to be recalibrated. Personally i'm not shocked by any politician abusing his position, but firmly believe when caught they should be shown the door "pour encourage les autres"

Chet, this is an excellent example. At first it appeared we were in conflict. After further consideration and in-depth thought our ideals came closer on a given issue. I accept your compromise. Now the real question is how to pass such attitudes along to elected officials. Or perhaps the two of us should serve.

Sign me up. I would love to lock up half of the punks in my neighborhood. The problem is our court system is to easy on these people offering Probation Before Judgement allowing people to reoffend over and over again.
What we truly need is something that allows citizens to do more. We see more than the police can.
